Hawaii has a free information and referral source called H-KISS. They can arrange for a keiki evaluation and will refer you to services as needed.

On Development, you can have your doctor refer you to the 0-3 program and they will get you in that program if qualified. If over 3 years, it's done by the school system and you would have to go to your Home School to find out how they do things.
